Golden Overlook Subdivision Development
Background
The Golden Overlook property, located off of W. 4th Avenue, consists of approximately 25 acres. The property is located on a steep hillside over the interchange of I-70 and C-470 in south Golden on Green Mountain.
The residential development of the property was approved by the City in 2008 for 92 single family lots and has only recently begun development by a new buyer. City staff have been working with the new buyer (New Home Co.) to develop construction plans for the subdivision’s build-out. Because the land has been zoned and platted for its intended purpose since 2008, the developer is free to proceed without further public input.
Update March 3, 2025: Minimizing Neighborhood Impact-Trail is Re-opened!
City staff will continue to work with the new owner as the project takes shape to consider the impact on the surrounding community. Steps to ensure minimal impact to the surrounding residential areas during construction have already been taken:
- Opening of the paved trail for pedestrians and cyclist through the site as of March 3, 2025. The trail is on the future S. Terry Street and connects to W. 4th Avenue. The site is still subject to temporary closures and disruptions due to construction traffic, so trail users should use the new trail with caution, especially during Monday-Friday.
- Ensuring construction noise does not occur outside of allowable hours of 7a.m. to 9 p.m., with outdoor, noise-producing construction not occurring past 7 p.m.
- Ensuring that sediment and debris leaving the site is minimized.
- Ensuring the development follows all applicable City rules and regulations

Where will the new subdivision be accessed?
The new subdivision will be accessed from W. 4th Avenue and will have access to a new emergency access from S. Rogers Way that is being constructed by the builder. The builder will also complete significant improvements to W. 4th Avenue as a part of the project that include new sidewalk, curb, gutter and new pavement. There are no other access points available due to geographic and jurisdictional limitations.How long will construction take?
Construction of the subdivision will happen in stages, the builder has completed grading of the site, installation of sound walls and is the process of installation of utilities.Can the project be reconfigured or changed?
The zoning and platting occurred in 2006/2008 and no changes can be made by the City unless the property owner requests changes to the layout or use/zoning.Will the roads in the new subdivision be public or private?
The roads are public and include the new location of the regional trail.
