Background

The Golden Overlook property, located off of W. 4th Avenue, consists of approximately 25 acres. The property is located on a steep hillside over the interchange of I-70 and C-470 in south Golden on Green Mountain.

The residential development of the property was approved by the City in 2008 for 92 single family lots and has only recently begun grading and development by a new buyer. City staff have been working with the new buyer (New Home Co.) to develop construction plans for the subdivision’s build-out. Because the land has been zoned and platted for its intended purpose since 2008, the developer is free to proceed without further public input.

Update Aug. 13, 2024: Minimizing Neighborhood Impact

City staff will continue to work with the new owner as the project takes shape to consider the impact on the surrounding community. Steps to ensure minimal impact to the surrounding residential areas during construction have already been taken:

  • Keeping the temporary regional trail open to the extent possible and when safe to do so for users.
  • Ensuring construction noise does not occur outside of allowable hours of 7a.m. to 9 p.m., with outdoor, noise-producing construction not occurring past 7 p.m.
  • Ensuring that sediment and debris leaving the site is minimized.
  • Ensuring the development follows all applicable City rules and regulations.

New: Due to construction of utilities and safety concerns, the C-470 trail will be closed Aug. 19 - Dec. 31.

Trail users will not be able to access W 4th Avenue or the neighborhood connection to South Rogers Way. Access to the Box-O-Rox trail will remain open.

Staff coordinated this closure with the developer, Jefferson County, and the City of Lakewood. Due to the terrain, existing trail locations, highways and the inaccessibility to the neighborhood to the north, there was no viable alternative route for this portion of the trail. Users must reroute to Rooney Road to get through the area.

The final location of the new trail will be within the subdivision along S. Terry Street.

The regional trail was located in the middle of the subdivision's construction site and it is unsafe to let trail users traverse an active construction site. A temporary trail that is fenced and paved with road base was installed on edge of the site to ensure access to the trail system remained from W. 4th Avenue. There will be a new trail through the subdivision, once constructed, that should follow S. Terry Street.

    The new homes, nor the property, are in a flood zone. The development of the property will necessitate the construction of several facilities to manage any stormwater in conformance with the City's design standards.

    Thanks for contacting the City regarding the noise in this neighborhood. Noise walls are planned in the new development, however they are not planned to extend further into the existing neighborhoods of Golden Heights or Golden Hills. I spoke with the Director of Public Works and she has committed to completing a noise study in this neighborhood next year. Once the study is completed a strategy can be studied for cost and feasibility for implementation.     Hi,

    There is not a more recent traffic study because entitlements were not required to be updated for the project to move forward in 2023.  The lots were platted in 2006 and no further approvals were needed other than updating civil construction plans to meet current City standards for infrastructure and monetary amounts needed for bonding.

    The prices of the new homes have not been advertised by the builder, New Home Co.  Regardless, the City does not have any say or control over the price of these homes.
