Zoning Code Update - January 2022: Adopted.

All draft maps were adopted as part of the zoning map

A third draft of the Zoning Code Rewrite is now available for viewing. This new draft reworks Chapter 18.29 (form zones & form types) and 18.40 (landscaping and site design regulations. These changes were made at the request of the city attorney’s office and are primarily focused on tightening up the language, making it legally defensible, and improving clarity throughout both chapters. Though there are a few changes to the regulations that were presented in Draft 2, Draft 3 does not offer much in the way of substantive "policy" changes. However, to help the community identify these changes, a companion document that outlines where these edits have been made is available for your review as well. Finally, a comparison PDF that highlights the direct text changes is also available.

(Form Zone Map)

In addition to the changes made to the code language, a new version of the form zone map is also available for community review {link to pdf}. There is also a web-based version of the map available to utilize as well {link}, just be sure that the “Form Zones for Review Draft 3” layer is active – it should be upon arrival to the page. You’ll know for certain if you see some areas of the map outlined in red. The red outlines are the areas where changes to the form zone map were based off of conversations with the Golden community in the fall of 2021. Tune into the Planning Commission study session on February 16th when these edits will be discussed.

Zone Overlay District Neighborhood Meetings

Thanks to everyone in the Golden Community who participated in our September mapping effort for the new zoning code. We had over 175 individuals inform themselves on various aspects of the new code in September with Guiding Golden. In addition, over 150 individuals attended our three neighborhood meetings.

Part of this engagement effort included surveys about the new map. These were provided both online here on Guiding Golden and in paper form during our live neighborhood meetings. We have collated these responses and will integrate them into our recommendations to City Council as part of the adoption of the new code. In the meantime if you would like to review the responses, they are available below. Each report consists of two parts: Online responses are presented first and the in-person responses follow. Stay tuned for more information down the road.

    If you choose to utilize the online method to provide feedback, please follow the instructions provided below:

    2. Check the interactive zoning map to determine what form zone overlay has been applied to your property. The map allows you to search via your address. If you are applied in the “Peripheral” form zone, you are located within the R1 or R1A use zones. If you are applied in the “Transition” form zone, you are located within either the R2 or R3 use zone, which permits multi-family development. If you have Mainstreet A, Mainstreet B, Neighborhood Corridor, or Strip applied to your property, you have commercial zoning (C1, C2, RC, CC1, CC2, Neighborhood Center). Please select either the Commercial or Residential primer video below based on your current zoning.

If you are located in the “Peripheral” form zone, your use zone is R1 and you are permitted to construct single-family structures. If you are applied either “Core”, “Transition”, or “Edge” form zones, you are located within the R2 use zone, which permits multi-family development. Please note that the use zones (R1 and R2) are the same boundaries as the current City zoning. Furthermore, the current zoning uses (single-family / multi-family) are not changing as part of this process.
